Finding Information

Establishment of ODINWESTPAC which will promote communication and collaboration among WESTPAC member states, and between WESTPAC member states and other partners in the fields of marine information management and product/service delivery.

REGIONAL E-REPOSITORY OF SCIENTIFIC PUBLICATIONS

The research, development, the set-up of the repository server and the administration are done by National Marine Data & Information Service (NMDIS) of China. The DSPACE software platform is chosen. China has created its collections. With the active participation of other ODINWESTPAC Member countries, the marine scientific literatures in WESTPAC will be accessible through this repository.

OceanDocs

OceanDocs is supported by the Intergovernmental Oceanographic Commission (IOC) specifically to collect, preserve and facilitate access to all research output from members of their Ocean Data and Information Networks (ODINS). It is one of a number of complementary thematic digital marine and aquatic repositories including the Aquatic Commons, which is supported by the International Association of Aquatic and Marine Science Libraries and Information Centers (IAMSLIC). The records of both repositories are harvested by Avano which aggregates records from marine and aquatic repositories around the World.

ASFA (Aquatic Sciences and Fisheries Abstracts)

Aquatic Sciences and Fisheries Abstracts (ASFA) is an International Cooperative Information System which comprises an abstracting and indexing service covering the world's literature on the science, technology, management, and conservation of marine, brackish water, and freshwater resources and environments, including their socio-economic and legal aspects. The ASFA bibliographic database is the principal output of the system and it contains more than 1.3 million bibliographic references (or records), with coverage since 1971. About 3,500 new bibliographic references are added each month to the database. Each reference includes: the title of the document in its original language (all non-English titles are also translated into English); an English language and/or non-English language abstract and subject; taxonomic and geographic index entries as relevant.

Quality Management in China National Oceanographic Data Center (NODC)


National Marine Data and Information Service (NMDIS), host of National Oceanographic Data Center of China (CNODC) has met the requirements of the IODE Quality Management Framework (IODE-QMF) and has been awarded the Status of Accredited IODE National Oceanographic Data Centre during the 23rd Session of the IOC Committee on International Oceanographic Data and Information Exchange (IODE-XXIII).
IODE-XXIII was held in Bruges, Belgium, 17-20 March 2015. A delegation of 4 from NMDIS headed by the Deputy Director-General Dr. Shi Suixiang participated the Session and exchanged views on a broad range of topics concerning oceanographic data and information management, service, coordination and cooperation with participants from other members/member states.
Among all the agenda items, IODE-QMF was a relatively new but hot one. IODE-QMF is established in line with the Recommendation IODE- IODE-QMF XXII.18 adopted on the 22nd Session of the IODE Committee (IODE-XXII). It aims to provide the overall strategy, advice and guidance for NODCs to develop and implement quality management systems (QMS) for the successful delivery of oceanographic and related data, products and services. An NODC will need to fulfill a minimum set of requirements to ensure compliance with IODE standards and to establish a mechanism to regularly monitor and assess the quality of data and service in order to obtain and maintain accreditation.
As the host centre of CNODC, NMDIS always values the importance of quality management. Since 2002, NMDIS has been operating with the authentication of ISO9000 Quality Management System. CNODC has developed the quality manual, procedure documents, management documents and work instructions for data processing, quality control as well as product development. NMDIS submitted its application for the accreditation of IODE NODC soon after the IODE-QMF Project was commenced. Under the support and guidance of the IODE-QMF Steering Group, NMDIS’ application was received and approved by IODE on the 23rd IODE session, making CNODC the first IODE NODCs that have attained the status of IODE QMF accreditation.
IODE has long been an important cooperation platform between IOC and WMO. IODE collaborates with the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) through the JCOMM Data Management Programme Area (DMPA) and its JCOMM/IODE Expert Team on Data Management Practices (ETDMP). IODE and JCOMM have undertaken a number of important joint activities through the ETDMP such as the Ocean Data Standards Pilot Project, IODE Ocean Data Portal, the JCOMM Pilot Project for WIGOS, and WMO-IOC Centres for Marine-meteorological and Oceanographic Climate data (CMOCs).
JCOMM is actively taking steps to implement a Quality Management Systems for Met-ocean data, products and services. It has recognized that the implementation of a QMS is likely to assist Members/Member States in adopting good management practices and enhance confidence in the quality of their data, products and services and encourages Members/Member States to implement a quality management system. The IODE-QMF will seek to promote quality management and standards in cooperation with the WMO Quality Management Framework.
As the host centre of both CNODC and CMOC/China, being accredited under the IODE-QMF will better improve the effectiveness and efficiency of NMDIS on oceanographic and marine meteorology data management, exchange, cooperation, products and services.
